But, what I want to know is that every member is blocked, with a good post, there is a sign or something to see that the member is blocked, For example: topic locked, or another sign that can be known by other members, besides (bpip).
It has already discussed there:
Suggestion: Replace or remove avatars of banned members
You should lock your topic, and discuss in that topic, if you want. It is always better to keep the Meta board as clean as possible, so please don't create new topic to discuss something that has already raised by others.
Do you want to see something like this (sign, as you suggested)?
or something like this one LOL:

I guess I also used to think on same lines but now I think asking for more rules for user to follow before giving merit will make giving merit a some kind of workload.
If there is scarcity of merit/smerits (more good post but less merits)  then current merit source can just request  theymos  for more.

Yes, I also think the same, it doesn't matter the (sMerit) is given to a decent and good post.
But, what I want to know is that every member is blocked, with a good post, there is a sign or something to see that the member is blocked, For example: topic locked, or another sign that can be known by other members, besides (bpip). so there are considerations from other members in giving something, both in Bitcoin transactions or (Merit).
For example: trading, sales, goods etc.
so that it's not in vain whether it's a transaction or giving something.
Of course in this case other people have opinions.
Unlike the case with @satoshi, it's the founder of the Bitcointalk Forum.
And unlike the case with ordinary members, certainly not necessary to explain here, you certainly know.

Because I see other members still giving (Merit) to members who have been banned.
I think (sMerit) given in vain, because the members are no longer active in the Forum.
Another reason, because (sMerit) is very limited.
I don't think there are something really wrong if a member send their merits to banned user for their good posts. Because the core functions of merits in the forum are:
- a gift for good contributions. This is why we see hundreds or thousands of merits sent to users whom left the forum for years, like @satoshi, @Hal, and so on. They received merits for their contributions, even they already left the forum, and someone like @Hal never come back. Moreover, even users banned, they can still log in and read, maybe they feel happy if their good posts meditated.
- a restriction to prevent scammers move up: it is off-context of the topic.

It is clearly that sending merits to banned (permanent) users will destroy all smerits and reduce total merits that can be circulated in the forum. However, in general, it is not wrong thing and users can do it based on their own perspective.

All members are free to discuss and talk at the bitcointalk forum, polite and helpful, of course members who discuss, provide information or ask about bitcoin, cryptocurrency and other things.
Of course if the post or answer is meaningful, the reward (sMerit) for outstanding members.
So what I want to propose to the moderator local or global and also admin.

Are: @theymos, is it possible that someone's post that has been banned in this forum is left alone or should be in topic key.

Of course, admin knows the members that are banned and the topic is still hot to talk about.
Because I see other members still giving (Merit) to members who have been banned.
I think (sMerit) given in vain, because the members are no longer active in the Forum.
Another reason, because (sMerit) is very limited.
Example:
Meta:
1. safar1980  (active)  bpip  ( active again )Topic: Topic: Yobit spam on the forum

Discussion of Bitcoin:

1. MeEsH BaCcA  (Archived)  bpip  Topic: Topic: The future of Bitcoin as a sustainable currency

Economy:

1. cybersofts  (Archived)  bpip  Topic: Topic: Bitcoin Sparks Imminent Crypto Bull Stampede with 44% Gains in 2019

This is a member that is banned, as the topic is currently discussed, maybe in the Local, Cryptocurrency, Reputation, etc. There may also be members who are banned and members don't know that they are banned and give (Merit).

what are the solutions that need to be taken by mod and admin or let the topic flow like water in the river.
