What's the point of locked coins then if they have the same value?
There is a maximum supply limit of 10 billion Decoy tokens. The users would be able to own unlimited decoy tokens by doing the wager if there was no restriction for it. Maybe the casino team wants to manage the flow of the Decoy token by applying the locking method of mined coins.
Understanding it out that the mined decoy tokens werent 100% been locked+stake (80%) which it do still boggles up because why they cant make it 100%? Is this just for making those wagerers to see at least that they are getting something even not that much? 180 days or 6 months is still a long month to wait up before those tokens been released.As i understand that they do have that balance cap on how much

The 6 months lock on tokens mined from wager is set in place to manage the flow of tokens released on the market. However locked decoy will still apply to the profit sharing balance. Also there is no cap on how many tokens a user can mine by wagering, however mining does increase in difficulty at certain milestones thus overtime making it more difficult to mine decoy.
Since most people that received Decoy from the Startdrop have ended up gambling and losing them, it is somewhat beneficial to have them locked since they are receiving a part of site's profit share daily. For example older users who received on average 100,000 Decoy tokens, receive somewhere from 1,2-1,5 $ by simply holding the token on the balance.
