we have this service prepaid card  ininal.com ( probably ing bank in turkey issue the card )

but i am not sure if any foreigner can get it online who dont live in turkey .

- if you can get the card ( if you can get the card maybe somebody help you to get that card who is living in turkey - but probably somebody  must know you well for trust )

after that you can open account at btcurk.com ( turkish exchange site that also has english language . )

and you can convert your btc to turkish lira and withdraw to ininal card .

Technically speaking, if the person comes to Turkey and actually gets the prepaid card, yes. It is possible but then loading the prepaid card will be really hard as you need to actually do "EFT" (Electronic Funds Transfer) to the card's account number OR you need to load manually from an ATM. SWIFT etc. Is not available for it. Let's not forget to mention that you CANNOT WITHDRAW the money you have loaded or transferred to the card.

No. BUT Xapo card supports Turkish bank transfers. (They don't have an automated system yet it's process can be done manually via e-mailing).
