Idea: Take post number of each entry (i.e this would be #125, the next entry would be #126; only allow one entry per person) and put it into a random number generator which picks a number of the winner
You can also include numbers that are not inside the range, say set the random number generator from #100 to #300, so when #110 is picked there is no winner and the prize can be rolled over to next week.
