You are right, syndicates exists and they have a lot of clout too but the OP provided no evidence to back up anything they claim, they cannot be taken seriously.

It's absolutely illegal and the word underground verified it but I wonder how the connection works since I think there is no throw games on football and for sure they don't want to ruin their reputation and want to get a high standings for their plays. If you are asking about forum, then scams are not moderated by forum so he is free to post his offer. If you are wondering on real life then gambling itself is illegal on most of countrys. Lol Asking money first before doing something while you are not a reputable member in this forum is impossible.
