I came across a merit abuse, but it is clearly not leveling up alts, rather sending merits to a person, who requested it on his Telegram channel. As far as I know this is abusing the merit system, if not, please correct me. Where or to whom can I report this behavior?

I am very concerned about the charge of potential abuse
No worries, it was my bad. I wrote potential abuse as a large majority of the posts were in a different language, but there were a few in english with not much text (I see they've been removed now). I wasn't certain so I was just raising the flag just in case. Nothing against you. I'm writing scripts in order to automate this, so your merit rewards just came up for being on the same date/17th.
I figured a mod w/ knowledge of that language may be able to figure that out.

Although the three accounts sent to newbie's suspiciously merits, I looked at these posts and they don't seem to be a typical merit abuse, and more evidence is needed to prove it.

For the behavior of abusing merit, I think it is difficult to forgive. We get Merit by improving the quality of posting. Yup, I was waiting for this. Great idea, I'll also keep an eye out. I expect a lot of alts to be busted! This is just an added benefit of the Merit change.
Well people will always find ways to game any system no matter the rules. Those buying and selling Merits are just gaming themselves. Quality posts aren't that hard to post... Except they're not interested in Cryptocurrency. Posts should be fun to them.
Anyways, to each their own.
Note: The merits were given mostly on Bounty campaigns, meaning they want to keep up with the bounty/signature campaign and some good hearts were/are helping them (
 ) . It's not rocket science that given merits were not usual merit sending.

Have found the following users abusing their merit to rank up many newbie accounts, usually for insubstantial posts.
