I think there are different levels of faucet and different methods of faucet that changes the way it attracts the type of person that comes.

For example, stake right now has their own forum and if you write there you earn some money and you can gamble with it easily on their platform, now that is not like faucet where you click and get free and gamble but it is still free money but it increases the activity level on their forum so they are actually getting something back and considering most of those people spend that on gambling and lose it they are actually getting activity for free.
