Very fast installation of software via aptitude and network speeds are follows when tested with speedtest-cli:

Download: 124.93 Mbit/s
Upload: 132.84 Mbit/s
Hosted by Random Systems (Gimhae) [312.97 km]: 46.71 ms

You can create swap space, VPS provider is not blocking that at all.
