just have look at the last blocks and you will see if the hasrate dropped:

4 minutes
7 minutes
22 minutes
25 minutes
28 minutes
36 minutes
that's 36min for 6 blocks which should have taken 60min as target.
Why should half of the miners turn off their specialized hardware which is only good for bitcoin mining?

On February 25th crash, it was same situation. Bitstamp 20-30$ over BTC-e during whole crash.
