I will say that I would give him a second chance, because people who did much worse things got it (I don't mean exclusively the US). However, Ross will get a second chance only if someone powerful enough wants it - and it seems that his best chance is for Trump to become president. I'm not saying that he will really release him, but some thoughts go in that direction.

Users of Silk Road chose to exchange a variety of goods, both legal and illegal, including drugs (most commonly small amounts of cannabis1). Prohibited was anything involuntary that could harm a third party.
Ross was not convicted of selling drugs or illegal items himself, but was held responsible for what others sold on the site.
