I think it's just lack of testing, right now all hospitals in the most affected areas are triaging hard outside the hospital entrances, you really have to be sick to be admitted at all, regardless of illness. And only those admitted to hospital are tested right now. A sharp rise in infected people needing hospital care is expected in the coming days.

What's wrong with plain old email?
Perfectly decentralized (maybe except root dns servers).
How is protonmail decentralized? That's a perfect example for a centralized service IMHO.
Real decentralization is everybody running their own mailservers.
