Can someone help me understand the mentality of those that would seek to maintain the price/value of bitcoins arbitrarily low or to keep it's current price from continually creeping up?
I understand if someone wants to stall to buy more or get cash into the market, but what about everyone else, why wouldn't you want your coins to be worth more?

To avoid the bubble is a good and easy guess. for it they don't stall and it bubbled fast it could and would probably drop lower
Pretty much this. A controlled burn is way better than an explosion if your goal is to have appreciation and stability.
