That rumor was cleared up multiple times in the thread already.

It came to life when Sasha moved the first Bitcoins to the Coinbase wallet which were around 3k BTC. That's it. You can check it out on the blockchain.

Ok so lets say he moved them but Why is he able to touch the ico funds though? is Sasha the escrower? Why is he able to touch the btc?

You will have to wait for the ICO to end first and after that payouts will be made to those that have fulfilled the campaign requirements, post counts etc. there is a google doc showing the status for the signature campaign but I don't know about Twitter Facebag and the like as I'm not a part of them.
