Something really really exceptional will be necessary to start a war. And this missile, although dangerous, is not the case.

You are blaming only one side, and IMO it is wrong. Do you know why the North Koreans are developing the nukes? The reason is that they are forced to do that by the Americans. The only reason why the Americans are not invading North Korea unlike nations such as Iraq and Libya is due to the fear of the nukes. If the DPRK didn't had any nukes, then the Americans would have already invaded that country.
I may be blaming only one side, but NK has proved itself to be unstable. The US has not invaded them already because they don't have oil.
