So everyone's activity is divisible by 14? With the exception of new people.

No, only if you post much more than 14 posts every two weeks

are the people with high activity generally considered trusted?

Not really, no. But the longer you've been around, the better, but this doesn't mean you should trust them implicitly. Look for evidence of many positive trades and for rep threads etc.
