I have been using poloniex for trading the 0.2% fees are ok, I am satisfied with the exchange. I had another question of what exchange would you use to buy bitcoins?

I have used coinbase in the past for bitcoins but think its fees are ridiculously high over 1% per transaction is way too much!

There is also Cryptopia and they have also an miningpool. A PoS pool is under developement. Dont know how long that is going to take for them. I forgot that they also have an marketplace. They need some more volumes but its growing. 

Cryptopia is one of the worst exchanges around. First they had a faucet, then not.

Then their is their interface.. crap
Offcourse you can trade, when you aim to spent 5 cent

Poloniex is a top favorite for many. I've used Shapeshift.io many times, it's the easiest and safest way to trade because you do it on the fly without accounts. It's a little more expensive though than others.

Go with the major exchanges like
Bitfinex - BTC
Bitrexx - Altcoins
Kraken - BTC, STR etc.

The other exchanges are good too but make sure to research their reputation.

I want to find a truly safe bitcoin exchange which has alt-coin trading options. I was considering Cryptsy but after the stories of not allowing users to withdraw funds I find it very suspicious like another mt-gox. What exchanges would be recommended I am looking for three things: Low fees, Safety/Trustworthy, altcoin trading.

Poloniex.com or bittrex.

There is no guarantees place we can trade 100% safely .
All depends on how we used the exchange for, if you plan to trade for huge amount and then you need to choose top 5 exchanges in the world like kraken or equivalent with kraken class.
If you plan to trade for small amount you need to choose a popular exchange with high volume daily trade like poloniex and Bittrex. Always move your funds periodically from one exchange to another to avoid something unexpected like what happened to cryptsy.

I don't thinkg cryptsy is a good idea, but the others are good alternatives.
Bitfinex is also a very good exchange. Much volume there.

At this time cryptsy wound't be a good idea I would go with bitfinex like HostSurf stated.

I slowly get in trading, some of my first trades was on yobit. Week ago I made account on bittex and for now everything is good. I didn't have any problems with this two sites, but I trade for really low amounts cause of I'm still in faze of learning and I'm tryin to be careful.
I see a lot of positive comments for polionex so maybe u should go with that. Its your money in the end, so try several and find the one thwt suits u. Regards and good luck, for sure u will need it in some moments.

I could say gemini as they have credibility of the owners celebrity status but of course I would get some flack for that. But you know they have the money and funding so they are not going like mt. gox or down the path of cryptsy any time soon.
Look at the article from Wired to judge for yourself if you find their style to your liking before you commit any bitcoin to their exchange:

I would go for Kraken and Bittrex.

They are my favourite exchanges. The also got a good volume on most coins, which means you can buy/sell for the actual trading price, instead of -/+ 10%

for this moment i would like to recommend poloniex because Low fees for bitcoin only 0.0001 per withdraw also very Safety/Trustworthy and support altcoin trading because basically this exchange is altcoin exchange
