If you want a secure one go for a exchange that has verification code for example Poloniex but i get kinda pissed on poloniex so i usually use Bittrex although no authenticar but they send me a email if i log in so that's ok.
there no 'the best' and 'secure' site in trading Bitcoin,
why i said that ?
because Bitcoin and other cryptocurrency is an irreversible assets,which mean when they or somone hack your account or their database and send all of your assets to their own.you can not recover it back.
no matter what,even an exchanger regulated under UK law can not escape from that situation.
the best way and secure to keep it is by store it in your offline wallet.
exchanger is goood as an exchanger,no more no less.
but if we're looking at a history,only a few exchanger can be categorized as 'good' because they never get hacked before,
and if my memory serve me right it should be :
kraken.com,
bittrex.com.

In my opinion the most reliable one is The Rock Trading. They are online since 2007 and never heard about a scam accusation against them.
