As a good ICO, whether it is centralized or decentralized, it needs strong multi-user support. If the decentralized application wants to be accepted by mainstream users, it needs to be able to support at least a million users, so the decentralized application needs to have sufficient capacity expansion.
project that deploy their project token under smart contract platform dont need to worry about this also most of the project i know dont even need that much scalability because the users is not as much as bitcoin and the transaction never make the blockchain crowded. so overall this thing you mentioned is irrelevant and cant be considered as a problem

Yes that's correct, Moreover a ICO should have a reputed management team members who has a proven record of successful project, partners of the ICO is really important, whitepapers and most importantly the services or product which the ICO has to offer as it should be the need of the hour.

What makes a good ICO?

There are only few of ICO are good, the others are not good to invest, just wasting your money.
The measure of good ICO is i think the good management of the community. If The team often to communicate, i think that will be a good ICO project.

Not only good ICO, if you check the announcement thread or website will have the white paper at there for sure so take it as consideration for confirm good project.

If you are looking to invest on the ICO project check it whether they achieved the soft cap or not. If they didn't you should stay away.
Agreed. But with all this, do you really still want to invest in ICO, as the experience of the last six months shows that ICO issue their tokens at a lower price. Therefore, I do not see the sense to invest in ICO.

Evaluate the stage of the project. Does it only have  a whitepaper? A beta version? Is there a launched product with limited functionality? Prefer projects which have “some lines” of working code, however, many ICOs have proven they can become success stories without any code written.
VCs (venture capital) tend to invest and support projects from early stages. Look for this information usually on the main page of the project’s website.

What makes a good ICO?
a good ICO first and foremost is well funded
2. Has a lot of investors ( belief in the project )
3. Unique platform ( not your usual coin in the future )
4. Radical white paper and roadmaps ( here you can assess  what kind of changes or technology they want to adapt )
5. Has best bounty campaign manager ( best meaning they if they can pay for it, then most definitely, they can also pay for those who will promote it )
