Also the best way is be a hacker and have your own botnet network. Your IPs will be clean if you don't use them for doos attacks and things like that.

depends what your doing really, i personally use a daisy chain of PIA and TOR and if its something really dodge then ill mix in a few "open" Elite servers. but most of the time PIA and TOR are good enough. like i say depends what you want to do,

i judge no one and as the founder of the internet says, the internet should be uncontrolled the good the bad and the ugly. if you dont like it then dont use it.

I'd say the level of sophistication that you need depends strongly on the reason you want to stay anonymous. If the incentive is high enough, the 3 letter agencies can even deanonymize TOR.
