i dont recommend to buy presale products , especially greedy scammers companies like Bitmain. They are showing that they sell products in batches but no matter they changed their strategy they sell lots of them , so miner will be heater before you receive it. Here you will see some shitmain's dogs are barking to protect that company and telling some stories about how they perfectly calculated /predicted and most funny that they made all these calculations now , when every thing clear they make predictions )

He can't really buy that many as he needs to buy a whole system. That's why I suggested he must look for second-hand parts with warranty. Well if he could get a steal deal on the second-hand hardware that he will buy he could get 3 gtx1060s. However he still need to buy a good PSU.
I suggest for him to get at least a Corsair RM650x or RM750x for around $90 to $100.

But you start small and work your way up from there. You can even try 2x 1060 6GB. I would advise buying as much equipment as you can second hand. Just make sure they have warranties left

Also get pcie risers for the amount of GPUs you are planning (always get 1 extra), 4GB RAM, cheapest CPU, 128GB SSD, cheap mouse & KB, something to build the rig into (be it a frame or something else).
