Even if that happens I don't think all altcoins have enough motivation to create an altcoin season like before, Maybe people should stop expecting an allcoin season. Be realistic!

With every passing day, I am getting more skeptical about the altcoins. The Bitcoin dominance has increased from 63% to 67% during the past couple of months. And with the block reward halving just around the corner, this share should continue to increase for the next 2-3 months at least. With the exchange rates showing hardly any movement, I would expect the altcoin prices to drop in the immediate aftermath of the halving event.
The dominance of Bitcoin will continue to increase because more and more altcoins become scam and die. It will make investors scared of altcoins and will give up investing it 
investors at this time still focusing on bitcoin and another major coins. and for altcoin movement, only less of them that have good developtment will able to rise, and another coin still stuck have no progress at all. maybe after halving and bitcoin price continue rising, altcoin will follow it.

What does it mean ? I do not understand your title and its content. Poloniex and Bittrex are old exchanges, and they went through the hype stage. Currently, other exchanges such as Binance, Okex, and Kucoin are the first choices of investors.No, poloniex and bittrex exchange still have the latest updates, and they still list some new coins at their exchanges. But bittrex are actively added new coins at their exchanges, and the volume is also good for now. Poloniex is not too often to add the new coin, but their market still active, and if you check, both exchanges have a good volume. I agree that Binance is the top exchanges, and they still manage their exchanges to serves their member better.
The altcoin season will come, you don't need to worry, and you should have the patience to wait for that time.
We definintely don't know when will be the exact when the altcoin season will come. Many suggested that its not possible to make it happen again and I still believe that. If bitcoin will be so aggresive again that will be the time that altcoin will rise again. So we should be prepare for this instances, we should invest in some high possible altcoins nowadays since its cheaper right now. The fast ride toward the top again will be soon so better to prepare than nothing.
The altcoin season is like the bull run that we expect, we don't know when it will come. In fact, this topic has been discussed here many times already, and I think this altcoin season is possible to happen again. I've been holding some top altcoins for quite a long time, and if ever the prices of these coins I'm holding will increase, it will bring me good profit. Although some altcoins are cheaper, we should still choose the best altcoins are we know are capable of riding on the altcoin season.
That's right, it's better to be prepared than having nothing, that's why it's better to fill our bags with some top altcoins in the market. But for now, let's wait and see if we can really see altcoin season, following the increase of bitcoin.
Btw, I also don't understand the context because the title is different from its content. It's kinda misleading, but someone here already explained here why OP talks about those two old exchanges.
I think we need all the circus around the Bitcoin halvening to be completed first and then wait for the Bitcoin which is the predominant trading pair for altcoins to be replaced by Fiat or stable coins before getting the altcoins season.

Poloniex and Bittrex exchanges are not silent. Ofcourse trades and liquidity sill exist in the exchanges. Another question we ask is when Bull? The alts season can easily be fathomed because we all know alt season comes in Bull season of bitcoin. So the question should be, when Btc bull?
they are not silent, but see the current global situation is less supportive. as we know that the corona problem has not been solved on the one hand the global financial crisis has also affected the market. I think the altcoin season arrived after half of bitcoin actually happened.

They need to make any movements in order for them to catch up or else they will eventually end up losing their platform completely.

2 exchanges will have no obligation to pump alts there, that's the strategy of each exchange. If you are looking for regular exchanges that pump alts periodically, you should go to Binance or Huobi. or for exchanges that have plans for IEO, they will pump coins to make traders more profitable and more confident in exchanges. It's not that they are silent, we are currently in a tough time amid pandemic. not to mention that poloniex and bittrex is an old exchange that well, the influence has reduced over crypto market since they enforce too strict rules. if you want to see how well the crypto market performing you should choose a more influental exchange for your data.

Cause of some problems altcoins season doesn't still come, but in my humble estimation it will come possibility. None can predict what will happen in the market. But no doubt after the halving something has to better than right now. As you expected if BTC will rise up, altcoins also follow BTC. That means it is so near to see something good in the market, altcoins will explode, till this day collect some altcoins, which are more profitable.
