Try to use the coinbase wallet.

He can't deposit to Coinbase wallet with his phone credits. He can open a thread in Services board but he's not online for a long time. There is no need to bump this thread again. And don't give advice when you don't know about anything.

Its usually the verification process that takes the longest.  If you need em now.  I cant seem to find anywhere where you can buy and it be instant unless you have purchased before.

Try Xapo mobile app. Most of the bitcoin services also offers mobile applications for many platforms. So, you can find and choice  a trusted services which must be a quick services also. So, just a google can do your things get done.

try coinbase wallet
you can buy BTC easly with it
tip : make sure that you are using a secure internet connection (not a public wifi, or a wifi network that it is for a stranger)

you can probably try local bitcoins. if not you can try to find a BTC ATM, you can use coinmap to do that, and then buy it WinkBTCBTCBTC

I am really starting to see a need here.   A place where people can buy what they need when they need it how they need it without restriction.    Or at least in small amounts make no limits.

I may play with this idea and make it bounce.  That way I can keep if off grid and be available without restrictions.

Emmm I see a need. Ideas are flowing.  May have to move to another country though to be able to do it.   lol

He can't buy from exchange sites. Seriously, how do you think that he can send phone credits to exchange sites?
He should open a thread in Marketplace forum. There's no other way to convert them into Bitcoin.

You could use the Coinbase mobile app in order to buy Bitcoins with your cell phone. I do not know if you can buy with the balance you have.

Try to look for a local forum that has a lot of people who are interested in cryprocurrency and ask for exchanging your mobile credit to bitcoin

You can't buy Bitcoins with your "Phone Credit". If you have "Credit/Debit Card" try buying at Circle.
If he is in Africa it may still work. Lots of people there use phone credit as money.

Currently the best you can get is Coinbase . They offer SMS service that works with any phone or network (more info here https://www.coinbase.com/sms_service?r=53d63ba9fc7964914600000b). After verifying your number and setting up a PIN simply send a text using one of the preset shortcodes. If you are an existing Coinbase user, you need to enable SMS access in your account (see supported countries https://www.coinbase.com/global?r=53d63ba9fc7964914600000b). Please note that you can send an SMS to buy bitcoin with Coinbase, but they will debit your primary bank account not your phone bill!

If it, then i know there is a site that can accept phone credit for a voucher to redeem bitcoins at a trading site.... But... Sadly it's Indonesian site Undecided

As far as I'm aware, there is no service that allows you to buy btc with your remaining phone credit. If you have any spare pre-paid cards, you could try selling them for btc.
