i understand that i can stick to this forum thread where devs announce new ICOs,
but is there a site that list all THE NEW ICOs and also track the status of them?

Check the announcement thread under the altcoins section. After that you should decide if you like the product team and use of coin. For example take a look at Powerledger by clicking my signature. It is a very professional ico and a good use of coin.
features from exchange gives of chance as client to examine personal use with strategics as displacing funds to goes with the investment on new coins as with the schemes by the ico terms as the running offers with the deliverance.
I would look in the announcement part of this forum, or use websites such as ICOtracker or ICOalert.

i've being long dcouting this site as I ask the owner of this before in this forum to review one of the Upcoming ICO i see last month https://tokentops.com/ico/ you can check out that site and it have transparent review, from road map to whitepaper and some developer. hope that site will help you cause it helps me a lot.... in addition the owner are very active on that site... i forgot where the thread of that person here in the forum.

Try to visit the Announcements (Altcoins) every now and then if you do not want to miss some new ICOs. Here's the link https://bitcointalk.org/index.php?board=159.0. You can also track them here: www.ico-list.com, icobazaar.com, or here www.coinschedule.com, and here https://icotracker.net.
