I learn about new ICO from this forum and independently analyze their perspective. I do not trust different sites with project reviews since they can get money from scammers for good reviews.
I'm looking to consider all the options available, including the site.

I visit icodrops almost everyday to learn about the upcoming new icodrop, I like icodrops because they make a nice project list, so I need not worry stuck in a fraudulent project
my learning to invest in the ico yourself, but for this you need to carefully study the project, now the Scam projects are very well disguised as good, prohecy and it nachinaetsa as talkr will be a worthy company
There are quite a lot of places where you can learn about ICO such as this forum or you can join certain Telegram and Discord channels where they advertise about the new ICO that come in the market.
Reddit, Medium, and Steemit are also good places to start with.

the first time I learned from a friend but now I learn to look for it myself to gain experience even though it takes extra effort to do research
The very useful thing you can do is to do research by your own and don't rely on ICO reviews. Study every ICO project you want to join in and read their whitepaper and know the team holding the project because i believe by doing research and reading you can find good ICO's by your self. That's what i did.
I used to watch ratings on ICO websites. Now I'm studying the project. Great attention to the team. It is important to know the people who develop the project. The idea of the project. It is useful for development or not.
Hundred of sites are there that lists upcoming ICO's, most of them are paid to do it, and give 5/5 rating to most of the ICO's. Doing your own research and interacting with the team, is the best bet to get into a good one.
I choose ICODrops.
Basically, I check their team first.
Next is the community (Telegram, Tw, FB). Whitepaper is also very important, you should learn about it.

I don't trust other people's opinions.Therefore, studying the designs are always yourself and rely on your intuition.Now really a lot of scams.
I subscribed to altcoin ann sub here but often I do not get emails. So I google with the terms like "ANN ICO" and search in bitcointalk specifically and check the ICO myself to be sure it's decent.
I have a favorite place to search ICO, there I analyze and do research, I look for comparison of one ICO and other ICO, then I compare ICO to other ICO website, then I use linkdlin to check the team an ICO.
Now there are a lot of sources and projects . and without self-analysis is not how to do ((unfortunately
I think that twitter is the best resource to grab the best ones. Probably much faster and more accurate than trying to follow any web page in particular.
I use th ICOBench and ICODrops but be sure that no web can absolutely protect you from your own lack of wits. Do not trust anyone at all.

I used to check the various websites that advertise new ICOs but due to paid content I'm finding it better to check out the ANN thread on bitcointalk. After finding a good one, check out the reviews on the ICO ratings website, and then the team + whitepaper after that
I don't believe in any ICO listing site or group about ICO on Telegram as well. But I often follow some team that I think they're really good on Facebook in my country to know about new good ICO project which I should invest in 
. For now, I think everything is really great cause they've helped me a lot. I've invested in NKN, QKC, Merculet and so many other ICO projects by following these teams
