Which are your “bitcoin users”? Traders? Merchants? Students? Which country do you want to target anyway?
Maybe you can take a look at blogs and e-magazines about bitcoin in the region you want to target (St. Google can help a bit...)

That's a funny site. They want people to sign an EULA to read their ads.  They have QR codes on web pages instead of clickable links. They have a list of Bitcoin exchanges I've never heard of, most of which are down.

Nice graphics, though.

The first edition was done in April before Fincen gave their first guidance which unfortunately killed a lot of these exchanges.
Links are clickable BTW and the QR codes are for the print version.
Our main audience for this catalog is new people who don't know about bitcoin and give them a good and quick wrap up  about what you can do and purchase with bitcoin.

If you want to toss me a PM, I can discuss a PR campaign for you, hitting many different avenues (and not simply writing up an article and hoping people pick it up, :p). It's definitely not cheap, though, but I may be able to work something out with you depending on your budget.

I can confidently say from experience that The Bitcoin Catalog is just awesome - there is nothing quite like seeing your Bitcoin business in print - and the interest you will see in your business when the Catalog is printed.

For CPC you can check out http://coinurl.com and https://a-ads.com/ - Coin URL has better traffic but very low number of clicks - AA has a very high number of clicks but not as quality traffic. They are the two best CPC networks targeting Bitcoin space specifically.
