I change Paypal for Bitcoin within my account Carbonpeer.com
It is very easy! I make a investment in carbon credits using my Paypal account (only accepts accounts verified) and do the withdrawal in Bitcoin.
Another option is to change the forum anyway.

I am not very much sure, but I think PayPal's user agreement prohibits the use of their payment network for buying digital currency.
virwox is the best way if you want to buy btc with paypal, but the fees is too high...

Yes, for some of the deposits methods the fee is high, as for example with skrill, which you have mentioned in your message. You're looking at over 20% markup at virwox and probably the same at localbitcoin.
WU is a great option if you can find someone willing to pay or split the fees or if you're sending to a country with low fees. Once in awhile you'll see Romanian and Philippine sellers on localbitcoins selling at decent rates. It's something like $15 per $1k to send money to those countries.
C12H22O11Ray - Unless you plan on charging back, avoid all the newer and some older accounts here who are willing to sell for paypal. How it will go down: You send paypal funds, they transfer paypal funds out and you never hear back from them again or they delay with excuses until you give up and accept you've been scammed.
