It depends on which countries you ask.
If you ask countries like Serbia or Russia, then no. But if you ask for example America or Germany, then yes.

(And I let Kosovo be a part of the list since most European countries recognize it, but left out for example Northern Cyprus since only Turkey recognizes it).

UN don't recognize Kosovo,China and others don't recognize Kosovo,more than half world.
Kosovo has De Facto independence,but not De Jure

UN doesn't recognize for example Taiwan, Palestine or The Vatican City either, so what the UN says about this is not really important in this case.
Some countries recognize Kosovo, and Kosovo is therefore according to these countries a De Jure country.
To countries that doesn't recognize Kosovo however, it's just De Facto independent.
