Smart trader whouldn`t buy at ICO at all, as in vast majority (80-90%) cases - prices drop drastically after it hits exchange.
So, doens`t make sense to invest in ICO.

At the moment most ICOs are scams so it depends on you. I will examine several whitepaper projects widely, some of them are just good with names and when you read their whitepaper it looks definitely incomplete or lacking and the partnership they have made. do they value their customers.
