For a bounty to be well paying, the project should gather high amounts of fundings. The more funds they raise, the more they can spend on bounties. So try determining this. High ratings on the ICO might be a good sign.
Also, you should check out the percentage of the raised money they wish to give to the bounty hunters. The participiant numbers are also important, and the time is remaining from the bounty.
Of what i've found, Safecrypt.io has a large pool for bounties, and they dont have too much participants, so I'd suggest checking them out.
