It's just general SGML/XML bloat. HTML5 is supposed to get around this issue and for a while it will be fine until something else comes a long and there is another, partly incompatible format.
Interestingly the trend goes in the direction that html is just a container for javascript and the rest is handled via json/websockets.

But i do understand your point, i like old computers/pda/phones ect. i love oldschool html websites, that easily render even on old hardware.
nothing worse than a cluttered css monster with lots of ajax.
