This is a case that is confusing.
Most prosecutors and judges in the United States "do favors" for their buddies. It's no secret and is widely accepted. If you have a friend who is a judge or prosecutor you probably don't have to worry about going to jail for anything as long as you can keep it out of the news.
Last week a Pennsylvania prosecutor testified that police should wear body cameras.

It's not really a big deal for him, he's not likely to go to jail. A few weeks earlier another Pennsylvania DA employee was arrested for stealing more than $100,000, mostly in drug money.

In January a Pennsylvania mayor was charged with a lot of crimes, including bribery and theft. His friends were not able to keep his corruption out of the news, since it was so blatant, but they did juggle things to keep him out of jail
http://www.reuters.com/article/us-pennsylvania-mayor-idUSKBN1571I4?il=0Police are most famous, of course, for beating up their wives and committing rapes. It's what they do, even if it doesn't get much press. Every now and then a website will try to cover that issue, like
http://behindthebluewall.blogspot.com/ but they always get shut down. Here is another Pennsylvania news item from the day before yesterday. That cop too does not have to worry about jail
http://abcnews.go.com/US/wireStory/trooper-arrest-2014-shooting-death-pregnant-wife-46204259 but somebody forced the department to at least make a show of pretending to arrest him, until they clear him 'officially'.
