just because bitcoin itself is popular and people want to have more bitcoin it doesn't mean they are all going to start mining it. you know mining requires a rather large initial investment to buy ASICs and set up a rig to start up the operation and not everyone wants to make that kind of investment specially because of the electricity costs and the volatility.
besides there are many easier ways of earning bitcoin, or just simply buying it to have it.

My sister lives in Japan and I was told that the electricity cost is so high and you are right, its very hot during summer. since such countries naturally have very cool climate,investments in buying cooling equipments to cool down the excess heat produced during mining process might leesen the initial investment.But not that single factor could be considered as a reason for increase in mining in such countries.

That is like asking why Bitcoin mining would be popular in Canada or any other cold frozen country. It is because the cost of electricity can be negated by the cold outdoors, a pretty neat natural way to mine and to keep costs quite low.
In countries with colder climate (Sweeden, Finland etc..) where the electricity is cheap enough to use electric heaters to heat their houses it can be a wise decision to change the electric heater panels to mining rigs, they can produce the same amount of heat to make the houser warm enough... The only drawback can be that the ASICs are insanely loud (if there are a lot of them) so it's better to keep them in the basement...

Japan is one of the last places you want to mine.
Their lowest energy prices for consumers is at around 0.18 us cents per kwh and it only gets worse if you consume more.
The climate should not be a problem as it's a temperate one but the costs are just to high, nobody is going to mine there.

The only drawback is the expensive graphics cards used for mining which can be neglected as mining in these reasons would be profitable and would be enough to get all those extra pieces of machinery used for mining.

Neglecting the initial investment you're going to make while starting a business is the sure way to go bankrupt.
