they are just farming accounts, posting as much as just to raise rank
I also often encounter such posts, in the local section
but most of them are just newbie and jr member account users, and I am very grateful for the existence of such merit system
the number of spamers as become diminished, even everyone will think twice about for posting in each forum

Maybe they still don't know the rules which they should follow in this forum. They use google translate just for add their activity in this forum, even this is will be big risk for they, because if moderator know and see it, then their account cloud be banned by moderator,  they can reach very hight rank but merit is coming, this will be fix that problem, their account can't go up if they can't get merit.

Are we supposed to report them?


They are just farming accounts. They post over there so they can boost their post count and that becomes less obvious for other users (since the users may not understand that language and thus will ignore it), so the posts go unreported. Just report those accounts next time if you see them using google translator to post.

Where can we report them?


You can report them using the 'Report to moderator' button next to the post itself. You'll have a text box to type in the reason why you are reporting and there will be a % of your previous reports if they were accepted by the moderator or not.
I usually report the google translated answers, ICOs, etc... in the local thread because there are some languages where google translate can't do a proper job, so it's obvious that the post is made with google translate. It takes a day or two and the mod ususally deletes the post.

Once you see someone got merit you cust copy his text, translate it and paste it into an other section,
but the posts I saw had no value at all, only giberish

I stumbled over a few accounts, that post in local forums (German, Spanish, Korean etc), but it is obvious that they don't speak the language and that they used google translator, why do people do that?
What do they stand to gain?

They get following:

1) They increase the activity. These are farmed accounts who d not want to spend time typing a original response.

2) They copy useful information from another language and post in local section to get recognition and merits.

Most likely to increase their account activity[1], for them to be able to rank up. Fortunately now we have the new merit system[2] though, so people can't rank up above Jr member with activity alone, but now they need to increase their post quality for them to be able to gain merits.

Well we see the same thing in the main section, which is English.  People are constantly posting unintelligible garbage, sometimes not even with the benefit of google translate.  My guess is that some people just haven't caught on that there's really nothing to gain from doing this.  Or, since this forum seems to be a magnet for idiots who would kill for an IQ of 70, they may think they're actually posting something substantial.  Then there's the possibility of these morons being bots...you just never know with bitcointalk.  

But I agree with the sentiment that the merit system will *eventually* take care of posters like the one OP is describing, and the ones who do the same thing on the main board.  This is all contingent on campaigns/bounties not hiring newbies & Jr. members, though.  If a low-ranked member can get paid to post no-effort spam posts, that's what he'll do 95% of the time.

I'd say that would normally be true, except now that you need merit to rank up, there's no benefit in just constantly posting garbage posts.  Activity may go up, but rank will not.
