Yes, it was implemented to reduce spam (e.g. the same question asked 5 times a week) and make newbies read more than they write. Somehow I have a feeling that the restrictions currently are not tight enough. Maybe newbie jail was a good idea after all.
Its simply tied at helping newbies to be constructive and attentive towards the activities on the forum in order to aid activity growth.
I know i can not tutor you on what to do but please be a bit lenient on your decisions for Newbies,Thank you.
