It's there for a number of reasons. Cut down on bots, trolling and spam etc.

it just says "Due to a mass of trolling" in https://bitcointalksearch.org/topic/newbie-restrictions-15958 - whatever that means. i assume that some people signed up with several accounts in a short period of time and flooded threads with non-sense. or does anyone know what else they meant by "trolling"?
