A rich man will not look too disappointed if he loses $2000 dollars in a few seconds. He has the ability to lose the money. On the other hand, $200 is too much for a poor gambler. He may be betting for that money most of his time in a day or more. He is frustrated when he loses $200 instead of winning. Because he needs that money to meet the expenses of his family. He is desperate for $200 but if a rich person loss of $2,000 it wouldn't affect them. A rich gambler become normal in gambling in less time which is definitely difficult for a poor gambler. It's the same in the end. The main difference is that a rich person is already rich, so they don't really need the gambling to become rich, so they don't really gamble as much as the poor person who wants to become rich.

I believe rich winning more is not only about budget. Budget may influence amount of money you are winning through gambling but it will not increase how many games you are winning. In my opinion rich has very relaxed and also wise take on money so they are open to different schemes with their money. That means you can not use that to compare the rich and the poor people that are gambling because it is possible that the rich win more often or lose more often. Indeed, the whole point is that only wealthy people can afford to take more risks in this life. For poor and needy people, this feature is not available by default.
