It is little bit hard to say exactly why this happens but there can a few reasons.
One reason I think maybe that rich people are better in managing their money. They may be more careful with how much they bet and know when to stop. This can help them to be more successful at gambling.

It is true that if the aim is correct the risk comes down a lot but sometimes it depends on the gambler not all gamblers are the same. There are many poor gamblers who can't maintain their balance properly even if they don't have money, the situation becomes worse when they borrow and bet. 3. They have money at hand that is not earned by their hard work, that is money to burn - so they gamble with it without remorse on loss.
4. The poor are desperate to make money and get into the trap of making money from little money
