Id say it's on the higher risk side given we've seen some of the dice sites fold and run. Win88 seems to be sticking around here though.

It is not safe in the sense that you need to trust the site owners will keep your bitcoin safe and will not run away.

Don't get me wrong, I wasn't saying win88 is untrustworthy.
In fact, my descriptions are valid to all invest-able sites, and it is a potential risk all investors should keep in mind before investing.

The thing is, it started as 0.1 btc.

They accepted a lot investors but maybe now its closed because there is a lot already.
