That's a good question. I believe the reference is the price listed on CoinMarjetCap, not at a particular exchange. Or the price listed on preev... But OP should let all of us know about this, indeed. Exchange prices can be manipulated though, while CMC prices can not. Of course, most likely nobody would try to manipulate an exchange price for 0.015 BTC lol. But you never know
