Every manager keep the rate according to the will of the owner and every owner choose the rate for the campaigns according to their business budget. So it is not bad with that price. that is also better price

I think it is the budget of the owner of the signature campaign and he may not be able to afford higher because he is in the initial stage of his business. As he will get more traffic and his business increase up then he may increase the pay rate.
