The problem with BTC lotteries is they don't gain enough attention and when they do its generally at the beginning but die off shortly after. Too much effort is put in by the administrator/drawer and never much is put in. I wouldn't start it honestly.

That's true. Maybe mixing with some other more attractive forms of gambling could be a solution.

One positive of the National Lottery in the UK is the fact that profits go to charities and other things for the so called public good.

I know people often shout down centralisation here but if there was a board which managed the profits of such a lottery and used it for the perceived good of the Bitcoin community with the lottery ticket purchasers having a say in the spending of that BTC could make such an idea stand out and would be great publicity.

Much like euro-millions.com where users pay xBTC per box (5 numbers and 2 stars must be chosen). As many boxes can be purchased. Of course they will be purchased though the blockchain (embedded messages in TX IDs) to ensure validity and reliability.

Numbers range from 1-50 and stars from 1-9.

A draw occurs and tiers include:
5 Numbers and 2 Stars
2 Numbers and 0 Stars
(and all combinations between)

Each tier would payout differently (5 Numbers and 2 Stars being the jackpot).

The prize pool would likely be above 5BTC.

There have already been a bunch of these around the forums.  Some are legit, most end up being scams.  So, you'll need to figure out how to "prove" to people it's fair.
