But, how can the system decide the light ?
The reality yellow light only for few second while red is on few times than green.

So, did you decide the color by provably fair ?

The game is to guess which light will turn on at traffic lights with possibility to get your bet x 2.97?

chance of getting all correct would be (1/3)*3 so more like bet x 27 minus house edge. i wouldn't play this game.

You can say that there are 30,000 numbers:

Maybe green means 0-10,000, yellow 10,001-20,000 and red 20,001-30,000.

You choose your light ("number range") and play the game. With a provably fair algorithm the game would be fair.

That would be fair, but according to the OP, it seems like in order to win you have to guess all the lights correctly.

Whats the difference between picking between 30000 numbers and 3 numbers wouldn't the odds be the same?

Not really, if that's just the concept design then it might.
