Never, ever, send  all the amount to members without proper reputation. Always send small tranches, especial the first one. Ask for his address and check at http://www.cryptocoinexplorer.com/ or blockchain.info if he has the amounts he is claiming.

Maybe there is an issue with BTC-e wallet exchange?  Not saying he is/isn't scammer, but going through that might be the issue.

Post a thread in the scammers forum.  Post your evidence.  Hopefully he'll get a scammer tag then.  

Please don't send first to people that don't have a very good and long reputation.  And if the other person won't agree to that, use escrow.  If they won't agree to that, then they are a scammer.  Stay far far away.
is this enough evidence to accuse that he's a scammer

Has anyone traded with him since he posted this thread? I'd be wary about sending first.

I messaged him.  There should be no reason for him to say no, especially with escrow available.  If he declines that would be a major red flag.

Since there is a lot of uncertainty in this thread, I'll volunteer to act as an escrow agent if both sides agree to me.  

My requirements:
I'll charge 1LTC per k transferred (plus any fees associated with the transfer).  (To be paid by the buyer, unless agreed upon differently)
In case of a dispute, my decision will be final.  
Both parties agree to indemnify me against any losses.  
I cannot be held liable for any problems that arise in the transaction.

By using me as an agent, you agree to these terms.

For newer members and members without much reputation or past trades I must require that you send CNC first.

However if you provide reputation threads or past trades I can most certainly send you LTC first.

If you are on any of the blacklist threads I will not trade with you
