I need help , because i don't understand this site behavior !!! I write a comment on a site to say it's scam. Answer ... you are too quick to send a comment !!! wait 360 sec !!!

Be calm, they made this rule to avoid spammers, people who want to rank up fastly by just commenting nonsense on any post or posting shitposts just to become a Jr. member, As a newbie I am trying to understand the rules too. So take time to read the rules and remeber that this forum is too old to promote scam sites, they are trusted by many people already.

Bitcointalk isn't promoting scam sites. They just impose restrictions upon brand new people, to keep spam down.
If you don't like it, make your own forum.
Secondly, just because you spotted a scam site, (which there are plenty of), you still have to follow the rules. I would suggest you read the stickies on all the boards you post in.
Just good etiquette. And polite.
And if you are looking for people to take you seriously, you should also work on at least some degree of punctuation, and less profanity. You'll get more people actually listening to you, and fewer people telling you to calm down.
