5.22 units of evil? Seriously??  Cheesy I'd never heard of that one before, is there a thread on here where they explain this in detail?
In any case you've been warned and I think it's fair to assume that if you accumulate evil units beyond a certain threshold, they'll have no choice but to call in the resident priest for an exorcism  Grin
Its basically:
Someone trolled hugely/spammed/broke many rules, and is permanently banned. To prevent him coming back from another account , some "units of evil" are added to the IP range. When someone registers from the "neighboring" IP they have to pay a fee to remove the "units of evil" to be able to post.

I have a same problem like this, I am using my phone data connection to make a new account so that account will have a new IP but I just receive this kind of message, Well I don't think someone has ever use my IP on the phone or in my speculation my phone IP gives me a random IP and gives a IP that has an evil doing with bitcointalk what do you think guys?

Are you using TOR?

It is known that TOR users can sometimes get dinged with that if they are using known access points.

I would suggest just bouncing off of another IP address or not using TOR to access the forums.
What were you doing when you tried and got that error? Were you doing evil things? wkwkwkwkwkwk

or you are using like MRKLYE said Tor. you can access site on TOR so if you think that you can do some sig with multiple accounts with Tor forget it or if you are on some college or university they have proxy and may this be the case that someone had been banned from this ip then you can do anything on that campus

i'm using my isp's dynamic ip, no tor, proxy, nothing.
The reason is this: within the users who used the same ISP with the same range of dynamic IP addresses, one of them are an evil and created an account for spamming. Then the IP address is banned and units of evil is added to that IP address and also addresses nearby. Myself have encountered some of them when I've used freedoge.co.in on my mobile 3G service's IP which also ban IP addresses for abusing.
If I were you, I would pay the 21008 satoshi, as a donation/support to the forum. That isn't a great amount as anyone could gain them by visiting only 21 faucets paying more than 1000 sat.

Units of evil accumulate in particular on Tor nodes and Proxies, as people get banned on them. The explanations above pretty much have it all written out. The same could be true of whatever IP you are using now. Its to prevent floods of spammers. 21k satoshis is so easily obtainable, its only a hinderance to people trying to register hundreds of accounts. Finding a nickle in the street is about equivalent to spending a few minutes hitting faucets. If you have to find hundreds of nickles though, it gets time consuming, and makes it less attractive to make spambot operated accounts.

This has been around for a while, although I don't know why sending bitcoin is necessary, just emailing the mods is better. But I guess if I was banned for some reason I would pay the 0.0002, its not worth my time to email mods and wait for reply.

Creating new accounts will get your ip banned. It frowned upon. But I don't see why you need to pay to get that account proxy unlocked. It does sound like ransom too me. Is this a new rule instated recently or has it always been like that since day one?

If you try to create too many accounts with the same IP it is likely to get evil points.
Donot create too many accounts In the forum.
And if you want to create one then use a New IP address or a Private VPN and then register for a new one.

Its a proxy ban, it means your current IP was banned by proxy for the banwothy actions someone else comitted while using said IP. The account created will have to pay the fee in order to post. The evil points decay over time.

Maybe the message in the IP ban should explain in more detail what could have been the cause or possible causes so people wont have to open a post in the meta section everytime they get their ip ''banned''

Just pay to that address however it's just little amount. If you send it your new account will be back to normal
