I have a VCC old verified PayPal account for sell, at least 3 years old, so without 21 days on hold!
It isnt verified with documents, but you can receive and send money with no problems.
You can not withdraw now, because the VCC has expired. It needs a new one or real credit/debit card or bank account.

I have a second account, signed up 3 years ago, without any verification (documents sent or credit card addres) and ofcourse without 21 days limit on hold.

The limits are:
Sending Limit Per year: €2,500.00 EUR
Withdrawal limit per month: €250.00 EUR
Withdrawal limit per year: €1,000.00 EUR
Receiving limit per year: €2,500.00 EUR
