Sounds like some Steam internal problem. Try entering the code in the Steam client? Top "Games" menu -> "Redeem a Steam wallet code..."Success!

I used Google to get to the correct page to fill in this code. This query was in Dutch, but it brought me directly to the correct page to fill in the code.
After that, I had to fill in my address etcetera (for tax purposes), and then I saw the code was worth $20 (so €14,91).
