You sure you're not talking about Qora?
What do you mean. Qora has been launched on May 16. It has a new source with new POS algo, implemented Voting System and Name Trading (which even Nxt don't have atm), Arbitary Transactions. Asset Exchange is being developed at the moment and will be implemented withing a few weeks. And not a single coin was sold before the release. Have no idea what problems do you have with Qora.
On the other side Nem is trading for quite a while but it's unlikely that we'll see it launch any time soon.
Qora is an interesting coin, though I fail to see what innovation it brings to the market.

On a second note, there are two main reasons for the amount of time NEM has spent on development. The 1st and obvious one is that when NEM initially hit the market it was just an idea. The dev team only joined after some time, so naturally, the idea evolved quite a bit since then, going through a process of metamorphosis and ultimately becoming a seriously innovative concept. The project was not worked on in stealth mode and due to the continual transformation of the initial concept, the work on the technology side begun only some months after the initial creation of the NEM thread.
That being said, I think there is too much impulsivity in the altcoin section and people tend neglect the fact that serious innovation takes time to build. The 2nd reason is precisely bound to the value proposition. NEM could easily clone some interesting features which are already available, change their names and say it's all new, but we are taking the somewhat less traveled, more laborious but at the same time gratifying path toward trying to bring some serious value to the market, which we hope will be the next step in the natural evolution of crypto-currencies(POW -> POS -> POI). Granted that may take some time, but when it's out it will not be some minor, incremental change like simple algorithm tweaks and name change.
