It's up to the dev how he wants to use his coins. Has he stated on record he will spend his coins like that?
Since he's not a cut and paste dev and is actually coding this full time and would cost a lot of money to hire in the real world, I think it's completely acceptable for him to keep his premine coins as his profit and incentive to keep working hard. The promotion should fall on the community in my opinion, but if the dev wants to help then great.

We offer the big bounty when the system has been thoroughly tested! To do so now is premature and will backfire badly if a flaw or hole is found. Think about what it would do to the price if we advertise and shout out loudly that this coin cannot be cracked and then it gets cracked because the coin is still in early beta. Use your brains gentlemen.
You guys need to be more patient. This community is getting ridiculous with it's get-rich-quick mentality. You never would have lasted long back in the old days of bitcoin and the peaks and dips.
This coin's tech will beat DRK. This coin will get pumped so high when DRK plummets again.
