Observation, this behavior you're noticing at BTER where multiple orders appear at the same price, appears to actually be a case where BTER needs to show one more digit after the decimal place. Watch closely at the trade history when someone buys or sells a group of those orders that look like they're at the same price, and you'll see it's just something silly like 0.00038, 0.000381, 0.000382 orders all appearing to be 0.00038 in the order book. This also appears to be the reason for buy and sell orders that appear to be at the same price in the order book not executing, because there's a mismatch in the amount small enough that BTER isn't displaying enough digits.
Question remains how are sell and buy orders utilizing the 6th decimal digit for price even created.
Do they have API? I know btc-e api users can have one more decimal digit than web interface ones.
